Biography - William H. Itoh

Ambassador William H. Itoh is a career member of the Senior Foreign Service currently on detail from the Department of State and serving as Ambassador in Residence with the Kenan Institute of Private Enterprise of the University of North Carolina at Chapel Hill. Ambassador Itoh was confirmed as U.S. Ambassador to the Kingdom of Thailand in December 1995 and served until February 1999. Prior to his appointment to Bangkok, Ambassador Itoh was Executive Secretary of the National Security Council at the White House from 1993-1995 with responsibility for managing the NSC staff. He also served as Deputy Executive Secretary and Acting Executive Secretary of the Department of State from 1991-1993. In addition to Washington assignments in the Office of the Under Secretary for Political Affairs, the Bureau of Congressional Relations and the Bureau of East Asian and Pacific Affairs, Ambassador Itoh also served overseas at the American Embassy in London and as U.S. Consul General in Perth, Western Australia.

Itoh, recently completed service as Executive Secretary of the Overseas Presence Advisory Panel.From 1996-1999, he served as Ambassador to the Kingdom of Thailand from 1996-1999.Prior to his appointment to Bangkok, Ambassador Itoh served as Executive Secretary of the National Security Council at the White House from 1993-1995. Earlier he had served as Deputy Executive Secretary and Acting Executive Secretary of the Department of State.A career member of the Senior Foreign Service, Ambassador Itoh has held a number of positions in the Department of State and Abroad.His overseas tours have included assignments as the US Consul General to Western Australia in Perth (1986-1990) and as a Consular and Political Officer in the US Embassy in London (1976-1978).His Washington assignments have included the Office of Under Secretary for Political Affairs, the Bureau of East Asian and Pacific Affairs, and the Bureau of Congressional Relations.Ambassador Itoh holds a BA in Social Science from the University of New Mexico and MA in History and Anthropology from the same institution.He has also been a secondary school teacher in Albuquerque public schools an Assistant Professor of History at California State University in Humboldt, California, and a former Air Force officer.
